Job Summary

Drive, operate, and maintain the hydro-excavator, dump truck, and other heavy equipment in the maintenance repair, and replacement of the District’s water distribution system. Assist the Water Maintenance Foreman in maintaining a safe work environment. Perform as a project lead in completing assigned or scheduled projects from time to time. Assist the Water Maintenance Foreman in daily excavations requiring the hydro-excavator, dump truck, and training personnel in maintenance procedures related to the hydro-excavator, dump truck, and other heavy equipment.

General Qualification Requirements

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. The requirements of this position provide that the employee work in a safety sensitive manner and should carry out his/her duties as such.

Prior Work Experience: At least two years of job-related prior experience preferred.

Education and Training: High school diploma or equivalent required.

Licenses, Certifications, Etc.:

  1. Commercial Driver’s License; Class A with Tanker endorsement required.
  2. Utah State Drinking Water Operator Certification Grade 4 – preferred.

Background Knowledge:

  1. Must have knowledge about how to operate heavy equipment such as a dump truck, water truck, hydro-excavator, and other heavy equipment.
  2. Must be able to communicate effectively.
  3. Must know how to operate large equipment safely.
  4. Basic knowledge of how to use hand tools and power tools.
  5. Must have an understanding of safe work practices and knowledge of how to position, locate, and set up warning signs, and safety cones on local and state roads.
  6. Must have a general understanding and knowledge of the district’s asset management system and be able to start and complete work orders using the asset management system.

Performance Expectations:

  1. Must be able to operate equipment such as dump truck, hydro-excavator, compressors, forklift, truck crane, jackhammer, jumping jack, plate compactor, snap cutters, locators, valve machine, cutting torch, sump pumps, and various hand and power tools.
  2. Must be able to make logical decisions using generally recognized skills and techniques.
  3. Must be able to operate two-way radios, metal detectors, atmospheric and chlorine tester.
  4. Must be able to supervise two or more persons occasionally.
  5. Must be able to solve problems safely and effectively.
  6. Must have knowledge of the District water transmission and distribution system for proper valve shutdowns for repairs or new pipeline construction.
  7. Must perform all job tasks in compliance with GHID safety policies and procedures.

Required Skills and Abilities:

  1. Must be able to apply common sense, and conduct analysis as required solving certain problems. Such work may include use of small and large equipment in inspection, cleaning maintenance and construction of wastewater collection system.
  2. Must have ability to operate small equipment and hand tools.
  3. Must be able to verbally communicate with Department Staff and on occasion with the public and business vendors. Must be able to communicate using simple hand signals during normal operation of large equipment.
  4. Required to know how to properly and safely use tap machines, backhoe, track-hoe, dump truck, compressors, forklift, truck crane, jack hammer, jumping jack, plate compactor, snap cutters, locators, valve machine, cutting torch, sump pumps and various hand and power tools.

e. Specific vision abilities include:

Clarity of vision at 20 feet or more and 20 inches or less.

Ability to adjust eye to bring an object into sharp focus.

f. Must be able to tolerate noise levels from moderate to very loud.

2. Frequently required to perform duties outdoors in all types of weather including extreme heat and cold.

Overall Effort and Work Location:

  1. Frequent exposure to vibration, hazardous traffic conditions, confined spaces, and working at night.
  2. Required to wear a respirator, subject to oils, grease, toxic or caustic chemicals, bio-hazardous materials such as sewage and asbestos pipe.
  3. Must be flexible to adjust for constantly changing operations.
  4. Work is generally performed during normal business hours.
  5. Must be able to work a predictable and consistent schedule with occasional after hours work as may be required and determined by the changing circumstances.
  6. Must be able to fulfill emergency first response call responding to District emergencies as needed.

I understand and certify that as the Owner, or the Owner’s authorized representative, that a cap-off inspection of the existing sanitary sewer lateral must take place as part of the demolition. A District Inspector must witness the cap-off and perform an inspection. Properties with sewer laterals that are not capped off shall be subject to additional fees and will remain in billing, these properties may also incur additional fines and/or penalties. Properties that are not capped-off will not be issued any permits or approvals from the District for any future activities until the mandatory cap-off inspection is completed. Information on the District’s cap-off standards can be found on the District’s website on the Engineering & Inspections page. The demolition contractor must schedule the cap-off inspection at least one business day in advance by calling 801-262-2904 and pressing option 2*

      I understand that as the Owner, or the Owner’s authorized representative, that the issuing of the Sewer Availability Letter involves a preliminary plan review by the District, and that Sewer Availability Letters are done in the order that they are received. The District will diligently evaluate all submittals in a timely manner, however the amount of time may depend upon the following: the type of application, the size of the proposed development, the number of other applications, and the District resources available at the time of submittal. Items requiring District review and approval, and all future submittals, must be submitted far enough in advance to allow adequate time for review and approval.*
      I also understand that my plan submittal for the Sewer Availability Letter must include at least a preliminary Civil Utility Plan showing the proposed sanitary sewer improvements. Architectural plans of the structure do not meet the requirements for plan submittal, however they may be helpful for reviews on commercial projects. The only exception to the requirement to submit a Civil Utility Plan submittal is where the project is for one (1) single family residence, where there will only be one (1) single Lateral connection to an existing District Main Line. Where this condition exists, a simplified sketch or Site Plan can be submitted in place of the Civil Utility Plan. Applications for Sewer Availability Letters must also include all proposed addresses and lot numbers, the only exception is for a Main Line project where a Plat will be submitted prior to the pre-construction conference containing the required information.*
      I understand that my property will be placed into billing after the building is connected to the sewer system. Single family residential properties will be placed into billing after four months. All other properties will be placed into billing after six months. I understand that I am responsible for all utility billings after that date, whether the building(s) is occupied or not. If there are significant unforeseen construction delays, the District must be contacted in writing in advance of the first utility billing at [email protected]. Alternate billing arrangements will be evaluated on a case by case basis and will be approved or rejected at the sole discretion of the District. Alternate billing arrangements will only be made one time and will not be made after the first utility billing. I understand and agree that once a property is placed into billing, the only way to have it removed from billing is to terminate the service by digging up and capping off the sewer lateral outside of the building near the property line. Buildings which are remodeled or have sanitary sewer service may not be subject to the four or six month timeframe for utility billing and may have their utility billing adjusted immediately after the sanitary sewer work is completed.*
      The District can service and approve most projects, however failure to provide any of the above-mentioned information will result in the delay or possible rejection of the application. Applications that require additional information or clarification will be notified within 10 business days - please do not contact the District during this timeframe to inquire about the status of the application. Complete applications that can be serviced will be issued a Sewer Availability Letter within 10 business days. Applications that are not approved will be notified in writing after their full and complete application and plan submittal.*
